RDRRAC, Inc. a non-government organization (NGO), non-stock and non-profit was established in March 2000 to provide Emergncy Response to the Internally Displaced Persons (IDPs) and communities affected by man-made and natural disasters and formally registered under the Securities and Exchange Commission (SEC) Reg. No. 20000387 on August 2000.
VISION:
A society where the tri-people (Bangsamoro, Katawhang Lumad and Migrant Settlers and their descendants) live a dignified life in a just, equitable, culturally-sensitive and environment friendly community.
MISSION:
• To empower disaster survivors and communities in setting up mechanisms to disaster preparedness and management;
• To mainstream disaster management and human rights as part of peace building efforts inMindanao.
GOALS:
• The living condition of IDPs have improved;
• Enhance capacities of IDPs for self-organization, management and sustainability;
• Conflicts are easily mitigated in the communities.
• RDRRAC as a strong, stable, and efficient disaster management and human rights institution.
STRATEGIES:
• Expand and consolidate collaborative partnerships with government, civil society organizations and individuals who can readily provide for IDPs and HRV victims:
• Increase capabilities of individuals, families and communities with appropriate skills and knowledge in disaster management and human rights;
• Design and implement appropriate strategies for efficient and effective delivery of services to IDP communities;
• Assist communities in human rights and peace policy advocacy;
• Sustain and develop new linkages to some donor agencies, organizations and government agencies and to come up with viable program for sustainability
Background
During the all-out war policy of the Estrada administration against the Moro Islamic Liberation Front (MILF) in the year 2000, thousands of innocent civilians had been displaced physically and emotionally. The all out war have caused extensive damaged to the lives and properties of the already Internally Displaced Persons (IDPs). In response to the plights of these (IDPs), Non-Government Organizations, People’s Organizations and other development workers and peace advocates in Iligan City, Lanao del Norte and Lanao del Sur, immediately came together and created the Task Force Civilian Protection (TFCP) to address the immediate needs of the disaster survivors. The TFCP actively responded to the immediate needs of the internally displaced persons and families.
However, TFCP members realized that the plight of the IDPs needs a much comprehensive and efficient interventions to uplift their vulnerable conditions. It is in this context that the TFCP members with all its experiences formally established the Ranaw Disaster Response and Rehabilitation Center, (RDRRAC), Inc. and registered it with the Securities and Exchange Commission (SEC) on August 22, 2000 with SEC Reg. No. H2000-00387.
RDRRAC as a network of NGO’s and PO’s in Lanao Provinces, aims to uplift the lives of the vulnerable IDPs through a comprehensive and integrated delivery of services which covers emergency responses, facilitation of emotional recovery, economic resiliency and rehabilitation while at the same time advocating peace.
On the other hand, coupled with the immediate needs of the IDPs are the violations of their human rights. They are more prone to harassments – physically & emotionally. In addition, human rights violations of the civilians particularly women and children are also rising. However, developmental workers attending to such problems of the IDPs are very few. Worst, these cases were not even given attention by some development workers and peace advocates and the government itself. It is in this context that RDRRAC, Inc. with the management of its Board of Trustees integrated Human Rights Promotions and Protection in its programs and services. It aims to promote, protect and advocate human rights through paralegal services, education programs, in the tri-media and policy advocacy.
Programs
1. Disaster Preparedness and Emergency Response
• To enhance the capacity of IDPs in Disaster Management
• To establish community based response team that will quickly response during times of disasters.
• To strengthen the coordination of the disaster management teams
2. Comprehensive Rehabilitation Program
• To provide economic opportunities for IDPs to become self-reliant
• To create venues for emotional healing of disasters survivors
• To facilitate the provision of basic services of IDPs
3. Human Rights Promotion and Para-legal Services
• To facilitate for the creation of community-based para-legal teams that will assist in the protection and promotion of IDPs rights
• To equip the IDPs and communities on Human Rights and IDPs rights
• To facilitate legal services for IDPs
4. Research, Information and Advocacy Program
• To come-up with information education campaign materials on disaster preparedness/management, Human Rights and IDPs rights; on sustainable agriculture, environmental protection and gender issues.
• To develop databank on IDPs profile, community profiles, hazard map
• To come up with regular publication and radio program
5. Institutional Development Program
• To strengthen and operationalize the existing resource mobilization plan
