A week before disaster, Indonesian government has
announced the warning of heavy rains that may cause
flood in certain area. Yet it did not inform about
what to do or where to go or where to ask for
assistance in case of flood.

since 2 February 2007 People who settle in
Pedongkelan, a slum area in East Jakarta leaved their
houses as 3 meters waters shrank their houses. They
are look for save place on their own.

Urban Poor Union, an organization join into The
National Liberation Party of Unity (PAPERNAS)
initiated the work to collected and distributed aids.
Having known that one police post in ITC Cempaka Mas
was not affected by flood, SRMK requested to use the
post to storage the aids

All of the sudden on 7 February 2007 police deputy
came and asked to clear the post. She even asked a
truck full of aids to go.

It is lately known that government build a new
evacuation center and try to constrated every
displaced person. Because of the evacuation that set
by government is too far from their house, people
refused to be remove.

For this reason police closed the aids post. An
officer clearly said to SRMK chairperson, Marlo “ We
must close this post, If the aids are here, people
will refuse to be removed” ,

The evacuation program is conducted response people’s
discontent. Government’s slow response as well as
incapability to provide proper relief assistance has
raised people’s discontent. Most of evacuation work,
collecting and distributing aids are run by people’s
initiatives.

Furthermore it is the discontent to the government
responding various disasters in many regions in the
past two years.

In the case of Flood in Jakarta, Government argues
that affected areas are too wide. But they can answer
what improvement they have made since flood disaster
in 2002 has displaced 22.000 people.

Government now arguing flood-free infrastructure will
absorb great amount of Local budget. An officials
estimate US$ 500 million to free Jakarta from Flood.
In the opposite, foreign debt payment which absorbs
30% of State budget is never too high for government.
The State allocation and response to the disaster has
reaffirmed their character of putting the people as
the last priority.

As the flood hit Jakarta, thousand of our members and
generally thousands of the poor seek assistance.

National Liberation party of Unity (Papernas) through
is members of Mass organization open our office in
Jakarta and Bekasi to organize the assistance that is
directly given to the evacuation site.

Papernas Member: Urban Poor Union (SRMK) that work
daily in advocating the poor to have free health
treatment in the hospital now opening their emergency
tents in two evacuation site of West Jakarta Barat.

The assistance mostly need in West Jakarta barat,
where the aid relief has not touch three evacuation
sites where around 3000 people dwelled each site.

However, today the available food, mineral water,
vitamin, clothes, medicine and milk, blanket, sanitary
napkins now has very limited. Therefore your
assistance will be very much needed.
