Comrades and Friends,
A. Party renamed as Revolutionary Workers Party of Bangladesh - RWPB:
1. As the manifestation of our revolutionary politics and struggle the
party is renamed as the Revolutionary Workers Party of Bangladesh.
2. The basic program of the party has been amended and updated in the
recently concluded plenum. This program will be finally adopted in the
coming 8th Congress of the Party, which is scheduled to be held within
March 2009.
3. The primary objective of the party is to curb the imperialist
hegemony and power of ruling class and the all-out demand is to
architect a democratic constitution.
4. The revolutionary democratic party and the movement must arrange
the judicial trail for the looter-capitalist, mafia, political and
economic miscreants, corrupt people and war criminals on arresting
them under the law and order. Eventually the terrorists would be
detected and they would also be put under trail and the property
belong to these culprits would be confiscated and they would be
declared incompetents for any election in the country.
B. Important amendments of the Constitution of the Party:
1. To get primary membership of the party the age limit has been
decreased to 16 from 18 years of age.
2. The posts of President and General Secretary will be created in the
committee of district level as it is in the Central Committee.
3. New layers of party memberships have been adopted such as Associate
Member and General member in the existing three-layer membership
structure.
4. Moreover, in every committee of each layer should have a quota for
one-third of women members gradually.
5. It has also been decided that a three-member panel of secretaries
would framed out into the central committee of the party.
C. Political Resolution:
1. A politico-organizational report has been taken in the plenum.
2. 77 political resolutions have been taken with some corrections and
updates considering the recent national, regional and international
events.
3. It has been proposed in the political resolution that the emergence
and implementation of the present caretaker government absolutely
fails to solve the crisis and to arrange a free, fair and impartial
election.
4. It is unconstitutional, non-democratic and beyond the jurisdiction
of the caretaker government to achieve a bond of understanding in
advance from different political parties through so called political
dialogues with them (government).
5. The ridiculous approach of bargaining in the dialogue and strategy
taken for lingering the process of free and fair election indicates a
black and dark future for the people of the country.
6. Government has been informed through the resolution to stay away
and constrain from the process of snatching away the constitutional
and democratic right of the people in the name of reform and ban the
democratic rights of assembly, procession, protest, strike, hartal
etc.
7. It has also been mentioned that it is very clear to the mass people
of the country that the Commission for Anti Corruption is not even
impartial and working as an agent to implement the political wish and
desires of the powerhouse of the caretaker government.
8. Though the Judiciary has been made independent from the Executive
and Administrative Department it is also clear that they can not
operate on it’s own and even the Supreme Court of Bangladesh is not
free from the dirty and vicious political desire of the ruling
powerhouse.
9. It is also mentioned that there is no scope for free and fair
election without changing the infrastructure of the present deceiving
policy, black money, terrorism and administrative hegemony in the
electoral process.
10. It is also clear that the government and election commission have
taken such strategies to settle different issues with the corrupt
godfathers in such a way that there is no space and possibility of
“level playing field” for the next election as declared by them. It is
almost clear that in such a condition, the next national election
would be turned into another “free style” competition among the 10%
miscreants and the black money holders of the country.
11. In the political resolution it has been mentioned that for the
emancipation of the mass people and to establish their right and
security there is no alternative other than the revolutionary
reconstruction of the social system and uproot the present
undemocratic and exploiting-oppressing state.
D. Immediate Demands:
In this regard the following demands have been placed in the political
resolution to strengthen the process of polarization of the left
democratic and patriotic revolutionary forces:
a) Immediate withdrawal of the state of emergency by terminating the
undemocratic and unconstitutional rules and by making ascertains the
political right of the mass people.
b) Resist the conspiracy of US imperialism and all kinds of their
illegal activities threatening for the sovereignty and national
security of the country.
Politically counter and challenge the rightist and the religious
fascist forces in the
country.
c) The struggle should be continued for terminating the rule and
hegemony of the looter-rich class and imperialism and to establish the
revolutionary democratic state, government, constitution and society
for the majority people.
Solidarity expressed by the left democratic forces of the country
At the opening ceremony of the plenum of the Revolutionary Workers
Party of Bangladesh on the 13th June, 2008, the eminent personalities
and leaders of the country say that the left democratic forces has to
take effective leadership in order to fulfill the expectation of the
people by changing the state and society from the root. The
revolutionary left have to stand by the people with necessary
responsibilities and have to ensure the democratic future of the mass
people and the country by terminating the present exploiting and
torturing undemocratic demons. If not then again there would be the
traditional handover of power within the exploiting ruling class.
Corruption, terrorism and violence, mafia would grasp the people more
tightly. The speakers say that the activities of the present caretaker
government about the dialog and the so-called national consensus are
unconstitutional and beyond their jurisdiction.
Finally the party would declare soon the definite and specific
schedule for all-out movement along with the Democratic Left Alliance
against undemocratic regime and imperialist design.
