Re: Request for Starting up Negotiation Meeting with the 3rd KMWU delegation representatives
Dear Jacques Aschenbroich,
KMWU sent our letter dated 28 April, 2010 requesting to start up negotiation meeting on 10:00 AM of 10 May 2010 in good faith for sorting out the currently deteriorated situation at Valeo in Korea, and delegated our representatives for negotiation.
However, Valeo Group refused to have negotiation at the date we requested without any previous notice and responding for our acknowledgement, and they prevented our representatives’ entering into the building for negotiation meeting with just saying that director in charge of this Valeo case has been away on vacation.
Such conduct of Valeo is disregarding the request of Valeo Korean workers who are suffering from Valeo’s unilateral liquidation of the plant, and is deteriorating this situation. Furthermore, this conduct is irrational behavior disregarding corporation’s social and ethical responsibility that companies have basically, and only treating the workers as an object for exploiting.
KMWU is representing for Korean metal workers. To take its responsibility and role at most, KMWU requests the negotiation meeting before taking place with enough days previously and delegated vice president, KIM, Ho-kyu as a chief of negotiation representatives who is a chairperson of Auto Sector committee of the union. This 3rd delegation plan for negotiation was informed to Valeo Group and delegation activity is also sharing with International Metalworkers’ Federation, European Metalworkers’ Federation and CGT.
Nevertheless, Valeo’s continuing refusal behavior of negotiation meeting has not any justice and cause. KMWU requests again the negotiation meeting to start up on 18 May 10:00 AM at Valeo Group headquarter.
We demand again Valeo Group to get the negotiation meeting started without any precondition to guarantee the workers’ right to live. KMWU delegation will continue activity in France until Valeo come out negotiation meeting and engage in good faith taking its responsibility.
Valeo must be aware of the fact that its continuing refusal conduct, pressing the workers and exploiting Korean shortcomings in labour law could not sort out the current situation.
KMWU will never withdraw the delegation in France until this current situation to be sorted out and once again expecting your rational decision making, demand the negotiation to start up by Valeo’s faithful and responsible responding.

KMWU delegates its 3rd representatives for negotiation meeting with Valeo Group in Paris to sort out mass dismissal situation of Korean Valeo workers caused by the abrupt and unilateral notification of their factory closing from Valeo Group. The chief representative for negotiation is KIM, Ho-gyu, Vice President and the chairman of auto sector committee for KMWU. Our formal requests starting up negotiation It has been given to Valeo Group that KMWU request in two times to start up negotiation on May 10 and May 18 .
Valeo Group, however, refused again to open negotiation without any prior notification and prevented our representatives from entering into the building for their taking responsibility and definite transferring our formal request. Also, Valeo ignored responding to registered mail requesting starting up negotiation on May 18 without any previous explaination. Our representative colleagues heard that nobody at the management want to talk with them from a security guard in front of the door.
Such misbehaviors of Valeo are violating against the transnational corporate’s minimal obligation and responsibility for workers regulated in OECD MNE Guideline. These kinds of uncivilized and impolite acts are like that Valeo Group is testing our representatives’ patience and looking down Korean workers. Also these conducts are undermining French honor based on the equality, justice and charity, and confessing the swallow corporate as itself.
Valeo must be aware of the fact that they can never stop the workers’ struggle of Korean Valeo workers just by pressure on workers shortcomings from Korean labor laws. Only faithful and responsible negotiation between Valeo Group and KMWU can resolve the deteriorating situation up to collapse by company liquidation currently.
Valeo’s unilateral factory closing and continuing refusal behavior of negotiation meeting have not any justice and cause. KMWU will never withdraw the negotiation delegation in France until this current situation to be sorted out and once again expecting your rational decision making, we demand the negotiation to start up by Valeo’s faithful and responsible responding. If Valeo continue refusing to open negotiation, KMWU will have no choice but to conduct strong struggle in solidarity together with International Metalworkers’ Federation, European Metalworkers’ Federation, CGT and European Works Council of Valeo.
We demand again Valeo Group to get the negotiation meeting started without any precondition in order to guarantee the workers’ right to live. KMWU requests again the negotiation meeting to start up on 20 May 10:00 AM at Valeo Group headquarter and its starting time can be consulted previously, if necessary.
