The ISI Command Post for Humanity, one of the first command posts that was established in Bantul only two hours after the earthquake, was the command post that was made to handle victims and establish co-operation with wider community in the matter of the distributing the logistics, medicine, tents, the needs of the baby, the blankets, even the volunteer (until now, we have 200 volunteers).
This Command Post stood in an independent manner, was not supervised by anyone including the government, and has received the legality from the chairman of the logistics co-ordinator of the Bantul regency’s government (Sekda). Groups that was bundled into the Command Post was as follows: DKT, JAKER, STSI SOLO, STSI BANDUNG, KORNCHONK CHAOS, PMI BANTUL, MARJOKO CAFÉ, DPR, HMJ, UNITED SEWON ISI, PRD, SPI, KMKS, KLS, SRMK, LMND, BEM FSR, FSP, FSMR, KSR, SASENITALA, IKAHADO
The ISI Command Post for Humanity at this time handled approximately 15.000 refugees which are spread through 70 Command Posts, local branches from the central Command Post in ISI. Our main priority is Sewon Subdistrict, but we also widened help by sending our volunteer to establish others command posts in Tingas Cepoko Village, Jetis Village, Pleret Village, Jogonalan Tirtonirmolo Village (in Kasihan Subdistrict), Pandes Village, and Imogiri Village as well as the command post in the Sleman territory (Kaliwaru Village and Ngaglik Village). We also established command posts in campuses such as UGM, Atmajaya, UII, and UPN.
Our observation at the Command Post for the week which followed the earthquake in Yogyakarta and surrounding area towards the handling situation that took place are :
- The slow of government’s handling, in bureaucratic manner, increasingly hindered curing process at subdistrict, district, and RT level of the community.
– The centralization of helping caused dumping, worsened by the incompleted structure of the government like the Village Head, RT, even RW.
– There are confusions in handling the disaster that happened in Yogya-Central Java; this was seen from President’s debate with the Vice President about the logistics distributing’s mechanism for the community.
– The fragililty of the government structure and its lack of professionalism in facing the caused of disaster.
– The lack of clarity concerning the amount of the fund that has been given and the number of fatalities that still criss-cross (unclear).
– The absence of the provisions of heavy machinery like tractors, trucks, as well as technology that were needed to help the reconstruction of the citizen’s houses
