We salute the active role played by the PSM in Malaysia, its militant engagement toward labor and democratic struggles; for political, socio-economic and environmental people’s rights; in defense of the working class, the urban and rural poor at a time of destructive capitalist crisis, faced to aggressive neoliberal attacks, privatization policies, destruction of public health services.
The twenty-first century opens on catastrophic notes. Capitalism has been badly hit by the financial crisis at its very center, the US. Worldwide, the ruling classes try to impose further neoliberal policies, the reducing of basic democratic and social rights. Even in Europe, social movements are more and more criminalized to put a break on people’s resistances as shown today in Greece.
We also face an unprecedented degree of ecological breakdown. Here, again, the ruling classes have showed, especially during the Copenhagen summit, they have no will to stop further disasters.
In Latin America, Asia, the Middle East and Africa, people are confronted with aggressive imperialist forces.
It is thus more than ever necessary to build strong workers parties and mass movements world-wide.
The Fourth International welcomes too Hugo Chavez calls for a Fifth International, which reaffirms the perspective of a socialism of the 21th Century.
The Fourth International believes that a broad world anti-imperialist front can be established, to mark its solidarity with the struggle of the peoples for their social and political rights, to support the mobilization of the peoples against authoritarian or dictatorial regimes like in Honduras and Thailand. In the trial of strength in which the imperialists are confronted with the struggles of the peoples, such a world front would constitute an important instrument to fight the power of the ruling classes in the whole world.
It is within this framework that the process of the construction of a new International would be posed. Hugo Chavez’s call creates favorable conditions for a new international discussion in order to elaborate the best tool to overcome capitalism and fight for socialism. Like the PSM, it is in this spirit that the Fourth international, its organizations and its militants, will answer “Present”!

The International Marxist Tendency sends it most fraternal greetings to your congress. We follow the development and the struggle of the PSM with great attention. Your congress meets again at an important juncture of the crisis of world capitalism. The last weeks we witnessed new financial storms who are wrecking the very weak economic recovery of the European economies. This is threatening to contaminate the US economy and push the advanced capitalist countries again into recession, the famous ‘double dip’. This is pressurising all governments in the European union in the direction of fierce austerity packages designed to lay the brunt of the salvation of the banks on the backs of the workers and the pour middle classes.
Especially in Greece the workers have reacted with great combatively organising already four general strikes since the beginning of the year. Beginning of May the biggest demonstration since the fall of the dictatorship of the colonels was organised in the streets of Athens. Very soon the Spanish unions will organise a general strike against the austerity measures. In both countries we see how the social democratic governments have capitulated to the pressures and blackmail of the banks, the European union the IMF and US imperialism.
The Latin American revolution has not exhausted its great potential in the last ten years. But US and European imperialism, hand in hand with the local oligarchies have not retreated neither. The military coup in Honduras is a clear warning to all left governments in the continent. If the revolutionary process is not completed by the expropriation of the oligarchy and big landowners and the old state apparatus not replaced by a democratic workers state, capitalist reaction will raise its ugly head again and again.
The unfolding revolution in Nepal also shows that there is no other choice neither for the masses in Asia than to overthrow capitalism if we want to see the land handed back to the tillers, real democratic rights and freedoms established, all remnants of feudalism wiped away and a real social emancipation. The only way forward is socialist revolution.
Today in the biggest crisis of capitalism since the First World War, there is no middle way possible for the workers, the poor peasants and the socialist movement. Either we go for accepting the dictatorship of the market, the banks and the industrial tycoons either we struggle for a socialist society, where the means of production are in the hands of workers and the economy planned for the needs of the people.
We are convinced this choice is the same in Greece, Spain, the United States, Argentina, Venezuela, Nepal or Malaysia.
The International Marxist Tendency will continue to discuss and cooperate in this struggle.

The Socialist Alliance of Australia is pleased to send greetings to the 12th Annual Congress of the PSM, and hope it is a very successful meeting for your party.
Your congress takes place at a time of severe crises for capitalism, the cost of which the capitalist class is trying to force onto working people and the oppressed around the world, with savage attacks on the majority’s working and living conditions, further privatisation, more prisons and escalating wars.
At the same time as it creates massive human misery, the capitalist system now threatens the very survival of humanity and the planet through catastrophic climate change, to which it is turning a blind eye in its insatiable pursuit of greater and greater private profit.
However, the crises of capitalism are also generating the system’s own gravediggers. European capital is teetering on the brink of disaster, and the explosion of mass resistance to neoliberalism on the streets of Greece last month was a sign of things to come. We have not seen the end of the Thai Red Shirts’ militant struggle for democracy, which transformed mass consciousness in that country, and the beacon of a new socialism of the 21st century in Latin America continues to inspire mass mobilizations for radical change across that continent, and the world.
In Australia, the capitalist Labor Party government will soon face an election after three years of implementing a conservative, anti-worker agenda that has benefited the corporate rich at the expense of the most disadvantaged. Prime Minister Kevin Rudd’s government has upheld anti-union laws, deepened the racist Northern Territory Intervention into Aboriginal communities, and imprisoned or deported hundreds of asylum seekers and refugees.
In the face of these attacks, the campaigns against racism, and for justice for Indigenous people and freedom for refugees, are gradually growing once more, and Socialist Alliance activists are strongly involved. We also continue to work to challenge the class-collaborationist trade union leaderships in Australia by helping to build rank-and-file action for workers’ rights and a new generation of union activists.
The Labor government has also consolidated Australia’s close partnership with United States imperialism, and Socialist Alliance members is currently helping to organise, with other anti-war and international solidarity activists, street protests to “greet” US President Barack Obama when he visits Australia in June.
Australia is one of the largest per capita greenhouse emitters in the world, yet the Labor government’s response to climate change has been to continue to give billions of dollars in subsidies to corporate polluters (such as the massive Australian coal industry). To help develop a stronger climate emergency movement here, we have begun planning the second “Climate Change-Social Change” conference, to be held in Melbourne on November 5-7, 2010. We hope that the PSM can be represented at that conference.
To help strengthen these grassroots campaigns and socialist organisation in Australia, the Socialist Alliance will contest the federal elections, standing 23 candidates across the six states. We are looking forward to this opportunity to have wider and deeper discussions with working people in Australia about socialist alternatives, and to strengthening united action for change.
As we carry out our work here, the PSM’s bold and principled campaigns against the Internal Security Act and the Goods and Services Tax, for full rights for migrant workers, to expose the corruption of capitalist parliaments, and against every attack on working people’s rights, inspires and strengthens us. Your fearless activism in the face of severe repression constantly reminds us that, as an old Australian labour movement slogan says: “If you don’t fight, you lose”.
In our common fight for a world based on equality, justice, solidarity and sustainability, we value and look forward to strengthening the collaboration between our parties, which has so enriched the Socialist Alliance’s understanding of the struggle for socialism.

On behalf of The New Anti Capitalist Party (NPA) from France, I would like to express our solidarity with PSM’s comrades who will attend the 12th congress of the party.
The Capitalism has been badly hit at its center and we face now a structural crisis, much deeper any of the previous ones. All over the world, workers and peasants are under attack. In all capitalist countries, the ruling class wants workers to pay for its failure and to that purpose it is reducing basic social and democratic rights. In Europe, all governments are using the Greek crisis to justify a new round of neo liberal policies. Everywhere, they cut subsidies, they weaken social services and they criminalize the social movement. In France, we face a major attack against the pension system and the NPA will be at the forefront of this struggle. It is not up to the people to pay for their crisis.
At this time of historical global financial-economic crisis, it is more than ever necessary to build and consolidate strong workers parties. It is also necessary to build links between anti capitalist organizations at an international level and organize a strong solidarity network. We can see today the necessity to campaign for the Red shirt leaders who are under the threat of death penalty or up to 15 years behind bars.
The NPA will keep on struggling for equality, justice and socialism. It will work to reinforce its relationship with anti capitalist organizations all over the world and in this respect wish to reinforce links with PSM.

Global capitalism is sinking further and further into crisis and chaos, and the bourgeoisie government is using all the means available to them to make working people pay for its crime. But the people have not and will not submit to this without a fight. The Greek movement has proved its will to fight. In Asia the Thai people has fought against an illegitimate government supported by the monarchy and the military. In Malaysia, your party has been resisting privatization with mass support. We hereby express our solidarity with your struggle. We cannot hide our envy for your work, in fact.
In China, under the one party dictatorship, the restoration of capitalism has developed into a kind of barrack capitalism, with workers being treated like prisoners in their workplace. The lack of basic civil rights implies that resistance to this inhumane regime is very very difficult. Political dissidents are atomised to the point that there is absolutely no organised opposition. Nevertheless, the resistance by working people to this unjust society can never be stopped. In May this year, under heavy censorship and repression, seven strikes were reported in party press. The Honda Guangzhou workers’ strike, which has been going on for 15 days until today, has brought all Honda four plants into a halt because of lacking of parts. One of the workers posted his appeal in the internet:
“We all know that automotive industry is a highly profitable industry. This is created by us frontline workers! However, we who create the profits, what do we get? If we are not satisfied we can of course resign, but Honda will continue to recruit people, and our brothers and sisters would continue to suffer here! Even if we quit we have to fight for our brothers and sisters’ benefits! This is also one of the reasons for us to continue to strike! .......Honda is a Japanese company, and Japan is a capitalist country. But China is supposed to be a socialist country! The Japanese companies investing in China must follow the rules of China. Implement socialism! Do not give us capitalism!”
Yes we want socialism, not capitalism. And yes, this is the power of the working class. We believe your congress will be a step forward to the building of working class resistance in your country.

The People’s democratic Party (PRD) sent this solidarity message to our PSM comrades, who are having national congress. Unfortunately, we are not able to send any delegation to the congress, but we hope that cooperation and solidarity between PRD and PSM will always be well and closely maintained.
Along with the crisis that continues to hit global capitalism, the struggle to achieve a society without oppression increasingly widespread in the whole world. Indonesia and Malaysia are two of the many countries that have faced efforts to “purge” of power left, or the power of the people of the opposite. Yet proven, these efforts did not succeed.
Today, we can see that these forces have emerged, as a reaction of global capitalism an attack or neo-liberalism. In our opinion, PSM has become a real political force, representing the interests of all the oppressed layers of society in Malaysia. Not only coloring the political map of Malaysia, PSM has brought new traditions that broke the ice of democracy in Malaysia. In terms of international relations, PSM has been instrumental in establishing solidarity and good communication between the left in Southeast Asia, and the world.
We express respect and high appreciation to comrades PSM for all of the achievements.
In the same time, we are understood that there is a lot of thing that we have to strive for. These thing that we try to formulate and working together through communication and solidarity.

The Partido Lakas ng Masa (PLM) from the Philippines congratulates the Parti Socialis Malaysia (PSM) for its 12th Annual Congress at Kuala Lumpur, Malaysia. We share your jubilation in having come this far in building a socialist party that is leading the people’s struggle in Malaysia for social justice and social change.
We know how arduous and difficult the tasks that you have accomplished, as we ourselves have been trying to carry out these tasks in the Philippines. Our party, the PLM, was formed only a year ago, although it has been based on the left and revolutionary forces in the country that existed since the 1970s. In a short period of contact with your party, since our leaders have started joining your conferences from 2006 onwards, the PLM has actually learned so much from your party.
We have witnessed how your party has managed to unite all the various left and progressive groups in Malaysia. We have seen the intensity of your work, the dedication and integrity of your leaders, and the enthusiasm of your youth members.
We are jubilant about your victories in the elections and we expect that, in due time, your party will grow to be a major party contesting the bourgeois monopoly of power in the parliament while mobilizing the people for system change.
We also nurture the relations our party has developed with PSM. We welcome you as a fraternal party in Malaysia. Over the years, all the members of our own party have come to know about your party and some of your leaders. We have started to deepen our relationship by participating in the annual socialism conferences hosted by our respective parties and the party network in Southeast Asia, which includes Thailand and Indonesia.
We are starting the discussions of hosting this year’s Socialism Conference in Manila and we will inform you about this in the next few months. We have started the cadres exchange visit in 2009 with the comrade from Malaysia who stayed in the Philippines for a few weeks, but we hope to continue it this year with one or two of our leaders coming to Malaysia for the integration program. We intend to act on our plan to have a regional socialist magazine that will be distributed among the Southeast Asian network.
Our party the PLM has just gone through the national elections where a new Philippine president will take office on June 30. There are new openings and new difficulties as we face a new head of state, Benigno ‘Noynoy’ Aquino, who is popular among the masses, although still beholden and tied up to the traditional elite forces in the country. We believe his administration will merely pursue the neo-liberal policies adopted by the past post-Edsa regimes in the country. The PLM has been coordinating with various left groups in the Philippines to prepare for the left’s intervention during Aquino’s inauguration on June 30 and his first state of the nation address before both houses of Congress in July.
Once again, we salute the leadership and the delegates of your 12th Annual Congress.

The struggle to achieve an egalitarian system under which there is equal opportunity for all in the political, social and economic spheres is at the cross-roads due to the inherent selfishness of the predatory capitalism.
In Malaysia, the Parti Sosialis Malaysia is at the vanguard of this noble cause to bring about change to the exploitative and oppressive system that is structured to benefit the insatiable greed of the minority. And down south in Singapore, we in the Singapore Democratic Party, are at the forefront too of the common struggle against the scourges of neo-liberal excesses.
Countries in the region are facing the brunt of an unprecedented economic meltdown, greatly affecting the livelihood of the masses, in particular the workers and peasants. The current financial and economic crises gripping the US and the euro zone are sending shock waves that are threatening to become contagious. Increasingly, untold sufferings and miseries to millions of people have become the order of the day.
Now is the time for like-minded political parties, NGOs and civil society groups to band together to call for a seismic change to the decadent world order spearheaded by the US. A paradigm shift is urgently needed to the failed economic fundamentals still being kept in place by minority vested interest groups.
On this 12th Annual Congress of PSM, it’s an opportune moment to call on those in the region and beyond to come together in solidarity to put on notice the exploitative and undemocratic regimes that are the root cause of the malaise. We, the democratic forces firmly believe in change and that change is unstoppable.
The SDP wishes you every success in your struggle for political, economic and social justice for the people in Malaysia.

As the worldwide capitalist economic system is crumbling before our eyes, the need for left wing unity is stronger than ever. We also know that it is neo-liberal policies that have caused the grave problems that we are now facing.
The answer from the financial and political elite has been as clear as it has been ruthless: it is the low-wage workers, retirees and unemployed who will be hit hardest by this crisis. The ones that have done the least to cause the crisis are the ones who should pay the most.
Faced with this, the answer from the Left must be equally clear: we will not stand for this! We demand justice and a new economic order. The answers to the crisis within the economy and the climate lie in the politics of socialism! The Left Party of Sweden and PSM stand united in reaching that goal.

The fight against privatisation of healthcare services is a major cause for socialist movements all over the world, for the young left in Sweden as well as for PSM in Malaysia, and the fight must continue, and it’s up to us to do it here and up to you to do it there, and we are positive that neither one of us will stop until everyone have free access to the healthcare they need, irrespective of their class background and social status.
The right to education is one of the most important matters for the working class people, when it’s with education that we can learn about our rights, our history and about the capitalistic system and how to work against it. Free education is therefore a fundamental right that everyone should have. Unfortunately, the neo-liberals of the world make sure that it’s only the upper classes that are privileged with education in some countries. PSM have all of our support in the fight for free education, and we are certain that we have your support in, for example, our fight against the privatisation and cut downs of our governmental schools, and the struggle for bigger access to the universities.
In Sweden we have an election for parliament, and local councils in september this year. The main issues that our campaign is about is the unemployment, which is at 25% amongst the youth, the right to a good education, stop privatisation, the fight against racism, and shelter for everyone. And ofcourse freeing Palestine is also a very important question, we have worked with a campaign for many years, against the Israel terror-state, and now the question is up for debate in the public room again. Our demands are that Israel shall stop the blockade of Gaza, and acknowledge Palestine. Swedens military attacheés shall leave Israel immediately, and boycott Israel! Long live Palestine!
It’s going to be a tough election campaign and the neoliberalists will do whatever it takes to keep the power. Also the nationalist forces are growing and gaining more support, as the rich become richer and the poor become poorer the racist parties is gaining a lot of support. In this struggle, we are glad to have support from other socialist organisations and parties all over the world.
The Young Left of Sweden would also like to send a special note to the youth organisation, Permuda Sosialis, and we are hoping that the organizing, training and educating of the younger people of Malaysia will continue going well, and make the next generation ready for the socialist struggle of the future.
It’s encouraging to know that the struggle against capitalism and racism, for social justice and workers rights are being fought on the other side of the world as well as here in Sweden. First of all, we are very appreciative of your solidarity action in condemning the Thai government’s use of violence against the Redshirts Movement for democracy in Thailand.
We think international solidarity will help all our movements and support the democracy and socialist movements in each country because we are fighting with the governments backed up by the capitalist elites.
